Hancock Charter School Uniform Policy
POLICY
Parents and the JHCS Board have determined by
vote that there will be a uniform at John Hancock Charter
School (JHCS).
Purpose
The JHCS mission is to provide a continuously
challenging curriculum in a safe and nurturing learning
environment and to help students learn how to learn, to love
learning, and to become responsible citizens and productive
members of society.
Uniforms improve the classroom-learning
environment by:
• helping students concentrate on their school
work by setting a tone for serious
study;
• removing distractions created by socioeconomic
differences and modern fashion;
and
• instilling students with
discipline.
Uniforms build citizenship and a sense of
community in our children by:
• build self esteem, self respect and school
spirit among students by creating the distinction of being
part of a group;
• maintaining a good school image in the
community by a neat appearance;
• providing a visible and public symbol of
commitment to school improvement and
reform.
Uniforms create a safe learning environment
by:
• helping school officials recognize intruders
who come to the school.
Provisions
Regulations including provisions for the JHCS
Uniform and Dress and Grooming Standards shall be promulgated
via the implementation process. The Uniform Committee shall
monitor uniform implementation and recommend any needed
changes to the policy or regulations it perceives needed based
on developing circumstances.
Enforcement
The uniform policy will be enforced pursuant to
further regulations as determined by the implementation
process.
Implementation
Process
Implementation of the Uniform Policy shall be
overseen by the Uniform Committee. The Uniform Committee shall
consist of: two (2) JHCS board members, one of whom shall be
the parent advocate; 4-5 PTO members, of whom three (3) shall
be parents of students attending the school and one to two
(1-2) who is/are a teacher(s) at the school, who shall be
selected at random from volunteers from the PTO body. PTO
Members will have a one year term, being selected at the
November PTO board meeting and beginning their term the
following January.
Changes to the JHCS Uniform Policy shall require
the vote of the JHCS board AND a two-thirds (2/3) majority of
all parents of students attending JHCS. Changes to the Uniform
Regulations which are promulgated via the implementation
process contained herein shall require the vote of the JHCS
board AND a simple majority of all parents of students
attending JHCS. Only parents and guardians of students subject
to the proposed uniform policy may vote at the election,
limited to one vote per family.
In order to consider major changes to the
uniform policy or regulations which do not arise because of
circumstances beyond the control of JHCS, the uniform
committee must receive either a petition signed by twenty
percent (1/5) of the parents of the students attending JHCS or
a written request from the JHCS Board which includes a
description of and the nature of the issue or change to be
investigated. Upon such petition or request, the uniform
committee shall investigate, address and promulgate a
recommendation for vote by the appropriate
bodies.
Circumstances beyond the control of JHCS would
include events such as unavailability of uniform items or a
change in state or federal law, etc. It does not necessarily
include events caused by JHCS or any of its
parents.
The uniform committee, in considering any
changes to the uniform, shall consider at least the following
elements: quality, cost, availability for purchase, and style
of the uniform.

Uniforms will be appropriate for use after they
have been purchased under a current uniform guideline for
three years or until they no longer meet the standards of
appearance, whichever occurs
first.

Exemptions/Modifications
Pursuant to Utah Code Annotated, Section
53A-15-602(8), 1953, as amended 2003, the school director is
allowed, at any time during the school year, to grant an
exemption from wearing a uniform to a student because of
extenuating circumstances. The school will work with families
who have extenuating circumstances. This provision is subject
to state and federal law.
Assistance
- Low Income Students
Uniform clothing under this policy may be
available for students whose parents need help in obtaining
them. Decisions regarding assistance shall be made by the
school director.
UNIFORM REGULATIONS
Section
One: General Provisions
Uniforms at John Hancock Charter School are
mandatory. Dress and grooming standards are part of the
Uniform Regulations.
Implementation of Uniform Policy is as
follows:
1. Uniforms must be worn during
school hours, except under special circumstances, such as
Dress of Choice Days and other special occasions as announced
in the school newsletter. Uniforms must also be worn for all
before and after school programs, as well as all tutoring and
enrichment sessions, except on occasions when costumes may be
required for dress rehearsals or performances. Gym clothes may
be required for athletic
activities.
2. Students must present a
modest, clean, and neat appearance at all times, including
Free Dress Days, regular school days and Full Dress Uniform
days. All clothing must be clean, appropriately sized, and
worn correctly. Pants/shorts/skirts must be worn at the waist,
shirts must be buttoned and tucked in, shoes must be tied or
fastened, clothing must be worn right-side-out, appropriate
underwear must be worn, etc. Clothing shall not be excessively
worn or have holes. Uniforms are to be of appropriate size –
not oversized or undersized. No “low-riding” of pants or
shorts will be allowed.
3. The approved uniform is
found in Section Two of the Uniform
Regulations.
4. Dress uniforms will be worn
on Mondays and for programs. Children shall wear the teacher
prescribed uniform for a given field trip or activity in order
to attend a field trip or participate in the
activity.
5. Shoes for boys and girls
should be basic colors or in coordinating colors. Shoes should
be conservative in style. Ankle boots are acceptable in black,
brown or a dark neutral leather. Boys and girls may wear plain
white, black, or neutral non-distracting tennis shoes (no
lights). Closed toed shoes only. Tennis shoes are required for
gym. Heels or soles may not be higher than safe or appropriate
for school wear.
6. Socks for boys and girls
should be in coordinating or neutral; socks may be ankle or
knee length. Girls may also wear appropriate smooth opaque
and/or cable knit tights. Socks or tights must always be worn.
No nylon stockings may be worn.
7. Girls may wear inconspicuous
shorts under skirts and jumpers. Knit leggings and pants that
show underneath these articles of clothing are not
allowed.
8. Optional school t-shirts or
sweatshirts may be worn only on Fridays or other specially
designated times.
9. Girls may wear jewelry or
hair accessories that are appropriate for wear at school and
are not a distraction. Boys may not wear earrings. All
jewelry, if worn, must not be a distraction to the educational
environment of the class or
school.
10. Hair must be kept neat and have a
combed appearance and appropriate for school. Bangs should not
be below the eyebrows; boys hair should not extend below the
ear lobe or beyond the collar. Irregular coloring of hair or
outlandish hair styles are inappropriate. Hair coloring and
outlandish hair style parameters will be left to the
discretion of the school
director.
11. Any makeup worn should be
appropriate for school.
12. No hats of any kind, including
baseball caps, or sunglasses, may be worn in the
building.
13. Outer wear that is worn for
warmth to and from school and at outside recess is not
considered a uniform item. Any sweaters worn inside the
classroom must be consistent with school uniform
colors.
14. The hemlines in jumpers and
skirts shall be no shorter than 2 inches above the kneecap;
shorts and skorts will not be shorter than 4 inches above the
kneecap.
15. Snow boots must be changed into
school-approved shoes while inside the
building.
16. Plain white or neutral colored
undershirts may be worn under school shirts for
warmth.
17. Dress items not specifically
covered above but considered inappropriate or contrary to the
Purpose statement in the Uniform Policy are subject to review
and interpretation by the school governing
board.
18. Dress code infractions will be
dealt with in accordance with the JHCS discipline policy. The
school should strive to achieve compliance through use of
incentives and positive reinforcement measures, and should
resort to disciplinary action only when positive measures fail
to result in compliance. The school will communicate with
parents so that expectations, rationale and benefits are
clearly published.
When necessary, teachers will implement the
following discipline policy:
a.
First infraction: Send home a note with the student noting the
infraction, requiring a parent and the student to sign and
return the note.
b. Second
infraction: Send home a note with the student noting the
infraction, requiring a parent and the student to sign and
return the note.
c. Third
infraction: The student will be sent to the office to call
home and request the parent to bring the appropriate clothing
to remedy the violation.
d. Fourth
infraction: The student will be sent to the office to call
home and request the parent to bring the appropriate clothing
to remedy the violation.
e. Fifth
infraction and all thereafter: The child and parent shall have
a conference with the parent advocate
immediately.

The
items listed below constitute the uniform at JHCS.
Specific examples of the items are given in Appendix A. The
school has examples of the uniform for review to assist
parents.
